here my MANUAL to use BDE in MSWindows 10 easy and quick! My example is for RAD 10.4 but it's equal for any other before in MSWindows 10!

the KEY of problem can be in some properties on BDE installation:

• NET_DIR ---> in system drive C root is not allowed write, then, you need put it in a sub-folder
• SHAREMEMLOCATION (where will reside the BDE app on memory)
• and
• SHAREMEMSIZE (how much memory it will can use)

IT's NOT NECESSARY RUN IT LIKE ADMIN!

In my tests my "common user MSWindows" works very well!

You can use BDE for RAD 10.x because it the same in later editions.
